Health and Safety Executive
To manage projects throughout life cycle in accordance with HSE change framework to deliver projects to time, cost and quality, measured by agreed success criteria. You will lead collaborate on dynamic planning, ensuring clarity of scope and deliverables and balancing the work that needs to be done with capacity and skills of the team. You will build and maintain teams, ensuring they are motivated, collaborating and focused on what is important to the delivery of products and services.
You will identify obstacles and help the team to overcome them, managing risks, issues, assumptions and dependencies. Encourage and facilitate continuous improvement of the project delivery team, change framework processes and assets, in order to identify and share learning with other current and future projects. You will manage governance arrangements for projects, ensuring that design authority, project and programme governance and service assessments are scheduled at the appropriate point and that proportionate project documentation is produced to a high quality.
You will need to manage stakeholder relationships at all levels to secure commitment and support both for the project and to promptly address issues and escalations. Manage regular and impactful reporting to all relevant stakeholders to communicate progress, barriers/constraints and lessons learned, using format and a level of detail appropriate to the audience. Manage budget and resources for the project, ensuring all project resources have been defined and secured
As a project manager you will need to coach and mentor both team members and other stakeholders to apply the most appropriate project management, agile and lean tools and techniques.
Key Responsibilities
- Day to day management and leadership of the project and the project team. Provide effective leadership and management controls. Set appropriate delivery methodologies. Manage effective transition between project phases. Create and lead the project to deliver agreed outcomes within time, cost, and quality constraints.
- Develop and draft the Business Case, with input from specialists, as necessary. Develop the budget and track delivery within budget.
- Identify and manage stakeholder relationships and need for senior level support. Manage internal and external relationships as appropriate.
- Identify and monitor project risks and issues. Identify and work with related projects to manage interdependencies. Support effective governance and decision making. Engage with assurance reviews and support action on recommendations. Organise assurance processes such as gateway reviews, as required.
- Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.
- Provide support, guidance and coaching for the project team. Show commitment to personal development. Promote effective individual and team performance.
Person specification
Essential Skills and Criteria
- Experience of delivering projects to time, cost and quality in a transformational environment.
- Experience of delivering projects/ products to government service standards.
- Experience of Agile and Prince 2 project management methodologies,
- ERP and/or Oracle knowledge or willing to work towards this while in post.
- Experience of leading and managing project/delivery teams.
- Experience of working within a complex public sector or regulatory environment
Qualifications
Prince2 qualified or equivalent project management qualification
Travel
There will also be a requirement to travel to other HSE offices across the country when needed.
