About the Role

As a Business Change Consultant, you will step into a high-impact leadership position focused on steering complex digital transformations within the UK Health sector. Based in Leeds with travel to customer sites, you will act as the strategic bridge between clinical, operational, and technical domains. Your primary mission is to lead large-scale programs—such as clinical systems modernization and patient-centric digital services—while simultaneously building our internal Business Change consulting function. We are looking for a commercial catalyst who can navigate regulated healthcare ecosystems, build consensus among executive stakeholders, and ensure that technology transitions result in sustainable service improvements and enhanced patient care.


Responsibilities

  • Programme Leadership & Governance:

    • Lead the planning, execution, and delivery of complex healthcare transformation programmes, managing multiple interdependent workstreams and cross-functional teams.

    • Establish and maintain programme governance structures including steering committees, boards, and working groups with clinical, operational, and technical stakeholders.

    • Develop comprehensive programme plans, business cases, and benefits realisation frameworks aligned with healthcare strategic objectives.

    • Manage programme budgets, resources, and third-party suppliers, ensuring value for money and contractual compliance.

    • Provide regular executive reporting on programme status, risks, issues, dependencies, and benefits delivery.

    • Ensure compliance with healthcare regulations, information governance requirements, and clinical safety frameworks (DCB0129/0160).

    • Bridge the gap between Masteks internal teams Consulting, Delivery and Sales to improve outcomes for customers.

  • Business Change Management:

    • Design and implement comprehensive business change strategies to support organisational transformation and service redesign.

    • Lead stakeholder engagement activities, building buy-in and managing resistance across clinical, administrative, and management communities.

    • Conduct impact assessments and develop change plans covering people, process, technology, and organisational culture dimensions.

    • Develop and execute communication strategies tailored to diverse healthcare audiences including clinicians, patients, administrators, and executives.

    • Design and deliver training programmes and capability building initiatives to embed new ways of working.

    • Establish change networks and champion models to drive grassroots adoption and sustainability.

    • Measure and report on change adoption, user satisfaction, and organizational readiness metrics.

  • Stakeholder & Risk Management:

    • Build and maintain relationships with senior healthcare leaders including Chief Information Officers, Chief Clinical Information Officers, Medical Directors, and Trust executives.

    • Navigate complex multi-organisational environments including Integrated Care Systems, NHS Trusts, commissioners, and arm’s-length bodies.

    • Facilitate workshops, design sessions, and decision-making forums to drive consensus and maintain programme momentum.

    • Maintain comprehensive risk and issue registers, implementing proactive mitigation strategies and escalation protocols.

    • Manage dependencies across programmes and with external partners including NHS England, regional teams, and technology suppliers.

  • Delivery Excellence & Methodology:

    • Apply appropriate delivery methodologies including Agile, Waterfall, and hybrid approaches based on programme context and organisational maturity.

    • Lead multidisciplinary teams including business analysts, solution architects, clinicians, change managers, and delivery specialists.

    • Ensure alignment with best practice frameworks including MSP (Managing Successful Programmes), PRINCE2, and NHS Digital delivery standards.

    • Champion user-centered design principles, ensuring clinical and patient voices shape solution development.

    • Drive continuous improvement through lessons learned, retrospectives, and knowledge sharing across the programme community.

  • Business Case & Benefits Realisation:

    • Define benefits realisation frameworks with measurable KPIs covering clinical outcomes, operational efficiency, patient experience, and financial returns.

    • Implement benefits tracking and reporting mechanisms, ensuring accountability and visibility of value delivery.

    • Support post-implementation reviews and transition to business-as-usual operations.

Experience & Qualifications

  • Essential Programme Management & Business Change Experience:

    • Minimum 8+ years’ experience as a Programme Manager or Senior Project Manager delivering complex transformation programmes in government or healthcare environments.

    • Proven track record of delivering large-scale programmes with multiple interdependent workstreams and diverse stakeholder groups.

    • Significant experience working within Healthcare organisations, healthcare providers, or UK public sector health contexts.

    • Demonstrated success in managing clinical system implementations, digital health platforms, or patient-facing service transformations or similar.

    • Experience establishing and operating programme governance structures, managing boards, and reporting to executive committees.

    • Strong track record of managing third-party suppliers, system integrators, and technology vendors in complex contractual environments.

    • Substantial experience leading organisational change initiatives in healthcare or clinical environments.

    • Proven ability to develop and execute business change strategies covering stakeholder engagement, communications, training, and adoption.

    • Experience conducting change impact assessments and developing mitigation strategies for healthcare transformation.

    • Track record of building stakeholder buy-in across clinical, operational, and technical communities.

    • Experience designing and delivering training programmes and capability building initiatives for diverse healthcare audiences.

    • Demonstrated success in managing resistance to change and building sustainable organisational capability.

  • Clearance: SC clearance preferred.
