Site Justification Officer 2 – HMNB Devonport
Are you an experienced nuclear professional looking to play a critical role in the UK’s strategic defense? The Naval Base Nuclear Safety Assurance team is seeking a Site Justification Officer 2 to provide vital nuclear oversight at HM Naval Base Devonport. As the primary Operating and Support Base for the Royal Navy’s submarine program, Devonport requires rigorous safety assurance. You will ensure that site safety justification documentation meets modern standards and technical requirements, helping Navy Command generate and operate forces for today and into the future.
About the Role
As a Site Justification Officer 2, you are a technical guardian of the Naval Base’s “Nuclear Authorisation.” Reporting to the Senior Site Justification Officer, you will conduct independent peer reviews (IPRs) and technical assessments of safety cases to ensure they are robust, valid, and compliant with Defence Nuclear Safety Regulator (DNSR) regulations. This is a dynamic role that involves collaborating with industry partners like Babcock, Mitie, and Serco, as well as providing technical support to the Nuclear Emergency Response Organisation (NERO).
Key Responsibilities

Safety Case Assurance: Undertaking nuclear technical and safety case reviews to ensure documentation is technically correct and arguments are valid.

Technical Focal Point: Acting as the Naval Base lead for Nuclear Authorisation issues, ensuring continued compliance with safety standards (AC 14).

Policy Development: Planning, preparing, and reviewing Level 2 Naval Base Business Procedures that assure nuclear safety operations.

Infrastructure Safety: Ensuring nuclear safety requirements are adequately covered in new or amended Authorization documentation for site services and infrastructure.

Emergency Response: Participating in on-call duties to support the Technical Authority Support Group within the emergency response framework.
Requirements & Qualifications
Essential Experience:

Minimum 2 years’ experience in a relevant nuclear post.

Knowledge of the Office for Nuclear Regulation (ONR) and Nuclear Site Licensing.
Essential Training & Education:
-
Minimum HNC (Level 4) in a relevant engineering subject (or Level 3 with 5 years’ experience).

Nuclear Warship Support Course (NWSC) or equivalent (requires travel to HMS Sultan).

Nuclear Safety Case Methodologies Course or equivalent.
Technical Competencies (Success Profiles):

Nuclear Competence 1.2: Nuclear Safety/Nuclear Security Management Systems.

Nuclear Competence 1.3: Nuclear Safety Cases.
Salary, Benefits & Allowances

Base Salary: £35,290
-
Nuclear Specialist Allowance: This post is on the PCL and attracts the NSQEP Recruitment Retention Allowance (RRA) of up to £12,000 per annum. Note: This is a discretionary allowance based on a competency assessment by a panel of Subject Matter Experts.

Pension: MOD contributes £10,223 annually to your Civil Service Defined Benefit Pension (average employer contribution of 28.97%).

Leave: 25 days annual leave (rising to 30) plus public holidays.

Site Facilities: Gym, swimming pool, coffee shops, and nursery located at the UK’s “Ocean City” in Plymouth.
Important Application Note
To enable the Recruitment and Retention Allowance (RRA) assessment, you must provide specific evidence for Nuclear Competencies 1.2 & 1.3 in your CV, in accordance with the NSQEP RRA Guidance.
