Digital Forensic Specialist – HMRC Fraud Investigation Service (FIS)
HMRC is looking for a skilled Digital Forensic Specialist to join the Covert Operations, Digital Exploitation (CODE) unit within the Fraud Investigation Service (FIS). This is a high-impact role at the intersection of law enforcement and technology. You will be responsible for preserving and analyzing digital evidence to dismantle serious tax evasion, international smuggling, and complex cyber-enabled fraud. About the Role
Working within the Cybercrime & Forensic Services (C&FS) team, you will provide critical support to national investigations. Your duties will range from technical lab-based analysis of computers and mobile devices to frontline support during search warrants. You will not only execute forensic strategies but also act as a consultant to Senior Investigation Officers (SIOs), solving technical problems and ensuring all evidence meets the stringent standards of the Forensic Science Regulator (FSR).
Key Responsibilities

Evidence Acquisition: Assist and manage staff during the seizure and retention of digital devices in lab environments and on-site during warrant executions.

Forensic Analysis: Use industry-leading tools (e.g., Cellebrite, Axiom, XRY, Nuix) to examine mobile phones, computers, and other digital media.

Standards & Compliance: Actively promote and follow ISO 17025:2017 standards and FSR Codes of Practice to ensure the integrity of digital evidence.

Expert Witness: Prepare comprehensive evidential reports and provide factual or procedural testimony in Court.

Mentorship & Leadership: Lead and develop junior colleagues, sharing your expertise in forensic methodologies and technical problem-solving.

Operational Flexibility: Attend on-site operations nationwide, which may include overnight stays and working outside standard hours (supported by a Level 2 Flexibility Payment).
Person Specification (Essential Criteria)

Technical Toolset: Proven experience with forensic software such as X-Ways, Axiom, Cellebrite, Oxygen, or XRY.

Case Experience: Demonstrable experience in the full examination of mobile and/or computer devices within a law enforcement or civil environment.

Regulatory Knowledge: Deep understanding of ISO 17025:2017 and the Forensic Science Regulator’s Codes of Practice.

Legal Frameworks: Knowledge of criminal justice procedures, including PACE 1984, CPIA 1996, and the Investigatory Powers Act 2016.

Communication: Ability to explain complex technical findings to non-technical stakeholders and give evidence in court.

Driving Licence: A full UK Driving Licence is required for operational travel.
Salary & Benefits

Base Salary: £37,682

Flexibility Payment: Level 2 FP (paid monthly) for on-call and out-of-hours availability.

Pension: HMRC contributes £10,916 (28.97%) toward your Civil Service Defined Benefit Pension.

Leave: 25 days annual leave (rising to 30) plus 8 Bank Holidays.

Working Pattern: Hybrid working (minimum 60% office/operational attendance).
