Head of Finance and Treasury (SMF2)

Bank of Ceylon (UK) Limited is seeking a strategic and high-caliber Head of Finance and Treasury to serve as a cornerstone of our London leadership team. This is a critical Senior Management Function (SMF2) role, carrying prescribed responsibility for the Bank’s financial resources under the UK Senior Managers and Certification Regime (SM&CR).

Reporting directly to the Chief Executive Officer, you will oversee the financial stewardship of a bank with a rich 75-year heritage in the UK. This role is designed for a veteran finance professional who excels in the agile, “all-hands-on-deck” environment of a small-bank subsidiary. You will lead capital planning, regulatory reporting, and treasury operations, ensuring the Bank remains financially resilient while supporting the UK-Sri Lanka financial corridor.

Key Responsibilities

• Financial Stewardship: Lead the Finance Division in producing high-integrity financial statements (UK GAAP/IFRS) and managing the Bank’s annual report and Pillar 3 disclosures.

• Regulatory Reporting: Oversee the accurate and timely submission of all PRA and FCA returns, including COREP, FINREP, and FSA reports.

• Treasury & ALM: Provide strategic oversight of Treasury activities and the Asset-Liability Management (ALM) framework; serve as Secretary to the ALCO and Audit Committees.

• Strategic Planning: Lead the preparation of key regulatory documents, including ICAAP, ILAAP, and the Recovery Plan, coordinating firm-wide stress testing and liquidity planning.

• Liaison & Governance: Act as the primary contact for external auditors and the Sri Lanka National Audit Office; provide essential economic updates on the Sri Lankan economy to the PRA.

• Leadership: Mentor a specialized finance team, fostering a culture of strong internal controls and professional growth.

Candidate Profile

• Qualifications: Fully qualified accountant (ACA, ACCA, CIMA, or equivalent) is mandatory.

• Experience: 8–10+ years in banking/financial services with a deep understanding of UK regulatory frameworks.

• Agility: Proven success in a small-bank or subsidiary environment under dual PRA/FCA supervision.

• Technical Mastery: Hands-on expertise in financial reporting, treasury dealing systems, and regulatory submission tools.

• Communication: A credible leader capable of influencing the Board and engaging confidently with UK regulators.
