Lead Property Strategy in an Historic City

The City of York Council is seeking a seasoned property professional to spearhead the commissioning and delivery of essential property services. The Role

  • Working in an historic City with a varied portfolio of buildings

  • To lead & work as part of a multidisciplinary team

  • To lead and be responsible for the commissioning and performance of commissioned property services which shall comprise a mix of hard and soft FM services and range of other business support services as necessary.

  • To manage performance of those commissioned services

  • Preparation of tender documents, Contract Administration and Health and Safety information

  • Develop and manage projects from inception to building completion

  • Undertake Surveys, specifications, manage works, compliance and health and safety.

Essential Skill, Qualifications and Experience

  • The ideal candidate will demonstrate a positive proactive approach to the role and will be committed to delivering customer service excellence.

  • Experience in a similar or related role within the construction industry.

  • Capable of running/managing their own projects, leading a team and working within a team on larger projects

With

  • Clear decision making in a timely manner based on facts and sound rationale

  • High level of interpersonal and people management skills and attributes

  • Highly literate and experienced with IT.

  • Proven ability to effectively communicate at all levels of management and teams

  • Self-motivated with excellent planning and organisational ability

Must Have Experience In

  • A similar role

  • Interacting with clients and stakeholders at a senior level

  • Detailed understanding of public sector procurement and management of commissioned services

  • Detailed knowledge of construction project management, health and safety, statutory regulations and compliance.

  • Team management.

Qualifications

  • An accredited professional property/ construction/ business qualification or being capable of demonstrating extensive and relevant experience at this level.

You will be the driving force behind project lifecycles—from initial inception and surveying through to final building completion—ensuring every stage meets rigorous health, safety, and compliance standards. This role is perfect for a proactive manager who can navigate the complexities of public sector procurement while maintaining high-performing relationships with senior stakeholders. You will not only manage external service performance but also mentor an internal team to deliver a safer, more efficient built environment for the people of York.
